The Assembly of Regulatory Professions Committee met on October 23, 2014 to consider A-3397 which abolishes the Landscape Irrigation Contractors Examining Board in the Department of Environmental Protection and transfers regulation of landscape irrigation contractors.
The Irrigation Association of New Jersey testified in support, noting that the bill sought to make the licensure of landscape irrigation more efficient by “bringing the regulators closer to the regulation.” They noted that, while the legislature decided in 1993 to house the licensure program in DEP due to the water cycle, 20 years of experience has proven that the UCC program is best equipped to interface with municipal code inspectors. There was no opposition testimony and the bill was released unanimously.

LICEB Board Member Gaetano Virone (Environmental Designers Irrigation) recently reported that the board has taken enforcement action on several cases regarding non-licensed irrigation contractors. In September, two cases were referred to the board; five companies had penalities issued to them; and two cases were closed after action taken.
Mr. Virone will be updating the IANJ on various actions taken by LICEB going forward.

CEC Regulations Adopted by LICEB and State
February 19, 2014. At their monthly meeting, the Landscape Irrigation Contractors Licensing Board, Department of Environmental Protection, formally adopted the regulations defining the continuing education credits needed for contractor license renewal every two years. These regulations were officially signed by LICEB and the Department of the Attorney General and go into effect March 17, 2014.
LICEB will formally notify all state licensed contractors of the regulations which require 16 CECs, of which a minimum of eight (8) CECs must be in a training activity related to water conservation. Additionally, a business permit application (at no fee) will be required. Click here to download this form.
